PEM/Commissioning

ISASTUR has its own resources for commissioning facilities, whether for its own projects or to support our clients.

As such, it has teams capable of carrying out both mechanical work and tasks related to electrical systems, instrumentation, and control systems.

Mechanical Installations

In the field of mechanical installations, we perform start-up (PEM) and mechanical commissioning activities at industrial facilities in the energy sector, primarily at combined-cycle power plants, refineries, and thermal power plants, ensuring an efficient and safe transition from the construction phase to operation.

The ultimate goal is to ensure that mechanical systems are properly installed, clean, and operational for a safe, reliable startup in accordance with the design.

Scope of Work

The scope of work includes, among other things:

  • Verification of the assembly of mechanical equipment and installations.
  • Inspection of piping systems, valves, and auxiliary equipment.
  • Flushing and cleaning of circuits (oil, water, and steam).
  • Pneumatic purging of lines and preparation of systems for operation.
  • Functional testing of rotating equipment (pumps, turbines, etc.).
  • Checking alignments, vibrations, and operating conditions.
  • Support during dry-run tests and plant startup.

Electrical Installations

With regard to electrical installations, our Testing and Commissioning Department is specialized in the verification, validation, and commissioning of High-Voltage (HV) and Medium-Voltage (MV), ensuring the safety, reliability, and availability of the systems before they enter service.

We have extensive experience with electrical substations, transformer stations, power plants, industrial facilities, and distribution networks, offering comprehensive services ranging from engineering reviews and protection studies to the execution of tests and final commissioning.

  • Commissioning of HV and MV substations.
  • Configuration, parameterization, and testing of multi-brand protection relays.
  • Calculation and validation of protection settings.
  • Studies on protection coordination and selectivity.
  • Review and validation of protection, control, and measurement engineering.

  • Verification of trip logic, interlocks, and operating sequences.
  • Secondary testing using single-phase and three-phase injection equipment.
  • Primary testing of current transformers (CTs), voltage transformers (VT), circuit breakers, disconnect switches, and power transformers.
  • Verification of SCADA, RTU, IEC 61850, and communication protocol systems.
  • Preparation of technical reports, test protocols, and commissioning documentation.
  • Analysis of incidents, disturbances, and protection trips.
  • Download, interpretation, and analysis of oscillograms and event logs.
  • Diagnosis of untimely operations or operational failures in protection systems.
  • Identification of root causes and proposals for corrective actions.
  • Evaluation of the electrical system’s behavior during faults, switching operations, and operational incidents.

Experience with protection relays

Our staff is trained to work with the industry’s leading brands and manufacturers, including Siemens (SIPROTEC), ABB (Relion), Schneider Electric (MiCOM and Easergy), GE Multilin, SEL (Schweitzer Engineering Laboratories), Hitachi Energy, Ingeteam, ZIV, Arteche, Ormazabal, and other market-leading manufacturers.

We perform configuration, verification, acceptance testing, and commissioning of overcurrent, differential, distance, circuit breaker failure, busbar, transformer, generator, line, and feeder protection functions, ensuring the proper operation and coordination of the entire protection system.

Protection Analysis and Diagnostics

We have extensive experience in analyzing events and incidents in electrical installations, investigating protection behavior, unwanted trips, and grid disturbances. By studying waveforms, sequential event logs, alarms, and monitoring data, we determine the source of incidents and verify the correct operation of protection and control systems.

Our studies enable us to optimize settings, improve the selectivity of protections, reduce the risk of untimely trips, and increase the availability and reliability of the installations.
