Risk Assessment: Construction and Civil Works

Workers Affected by Works Hazards

Rules for acting

  • Elevating platforms:
    • The personnel who handle the platform are to be duly qualified in accordance with the procedure: Qualifications for workers for jobs involving special hazards.
    • The checks to carry out prior to using platforms as well as the health and safety instructions that must be complied with when handling them are included in the Technical Instruction regarding Safety in the handling of self-propelled elevating platforms.
    • Before using an elevating platform, check that it is in a perfect state of repair and working properly.
    • Any personnel on the platform must remain continually tied to the structure of the platform by means of a fall-arrest harness and must never climb up on the skirting, intermediate rails or handrails.
  • Scaffolding
    • The erection of scaffolding must be supervised and a green card is to be displayed that authorises its use.
    • Scaffolding is to be planned, erected and suitably maintained so as to avoid its accidental collapse or displacement.
    • Work platforms, gangways and ladders on the scaffolding must be constructed, sized and used in such a way as to impede people from falling or being exposed to falling objects.
    • It should have the necessary strength and support or securing elements, or both, so that its use under the conditions for which it was designed does not suppose a risk of falling due to failure or displacement. While the scaffolding displays a red card, it is not to be used.
