4. Risk Prevention Organisation

4.3.4. Of Risk Prevention Representatives

General functions:

  • To assume the role of representing workers via which the latter’s right to information, consultation and participation is channelled.
  • To foster and foment the participation of workers in the execution of the regulations stipulated to said effect.
  • To be consulted by Management, prior to its implementation, regarding any matter that may have a significant impact in the field of Risk Prevention and Safety at Work.
  • To exercise the role of surveillance and control over the fulfilment of occupational risk prevention regulations.

Principles that regulate their actions:

  • To represent workers in matters of Occupational Risk Prevention, fostering and channelling their participation and watching out for their attendant interests.
  • To actively collaborate with Management in the design, application and monitoring of the Risk Prevention and Protection actions that are decided on.

Specific functions:

  • To accompany Technical Specialists in risk prevention assessments, as well as Work and Social Security Inspectors on the visits and checks they carry out, formulating before them any observations they may consider appropriate.
  • To collect information and documentation related to working conditions that may be necessary in the carrying out their functions.
  • To be informed by Management of any harm caused to the health of workers and to make the appropriate inquiries in this respect.
  • To receive from Management any information obtained by the latter originating from those persons or bodies responsible for preventive activities in the ISASTUR Group, as well as from the competent bodies in matters of the health and safety of workers.
  • To visit work sites in order to monitor and control working conditions.
  • To get Management to adopt protective and/or preventive measures by means of proposals to Management or to the Health and Safety Committee, if applicable.
  • To propose to the body representing the workers the adoption of the agreement to paralyze activities that entail a serious or imminent risk.

4.3.5. Of the Health and Safety Committee

General functions:

  • To participate in the drawing up, putting into practice and assessment of Risk Prevention plans and programmes in the Companies belonging to the ISASTUR Group.
  • To promote initiatives aimed at improving effective Risk Prevention in the Group of Companies.

Principles that regulate their actions:

  • To debate internally, before its application, everything that has an influence over Risk Prevention: organising and planning of work, Prevention and Protection activities, etc.

Specific functions:

  • To participate in the design and application of Risk Prevention plans and programmes, to monitor these and to propose measures for their improvement; understanding such measures to also include proposals for modifying the Safety Manual.
  • To have direct knowledge of the situation regarding Risk Prevention in the different work centres, undertaking the necessary visits for this purpose.
  • To know how many documents or reports related to working conditions are necessary for them to carry out their Functions, including those issued by in-house or outsourced Risk Prevention Services.
  • To know and analyse any harm produced to the health and physical integrity of workers with the aim of assessing its causes and of proposing suitable preventive measures.
  • To know and provide reports for the Annual Report and Planning of Risk Prevention Services (in-house and outsourced).
